Brian has had the privilege of being the principal investigator on four National Institute of Health (NIH) and two Defense Advanced Research Projects Agency (DARPA) grants directed at technology enabled care. These projects attracted more than $20 million in venture investments, created 50+ new positions and annual sales approaching $10 million. Brian holds 18 patents across a diverse range of fields and has been involved in researching and commercializing telehealth, remote patient monitoring and virtual care services for more than 15-years.

With over 25 years in the healthcare industry, Brian’s provider experience and focus on advancing new care and business models, serves to help AVC evaluate and actualize a progressive revenue model strategy. For over 18 years, Brian held various leadership roles at Allina Health, in Minneapolis, MN. Most recently as the Vice President Network / ACO Integration, Brian led the Allina Integrated Medical Network, delivering improved population health and triple aim outcomes for value-based care contracts.
In Brian's current role as Regional Vice President at Caravan Health, he is developing a long-term Population Health strategy that supports patient outcomes and financial stability toward a transition to greater value-based care models for the Medicare population. Brian also recently served as the Executive Director, Value Based Programs for Bluestone Physician Services, a leading provider of innovative care specifically designed to improve the lives of high-risk senior patient populations in non-traditional healthcare settings. He also supports the Akadimi Foundation, a non-profit established to encourage knowledge sharing of health system design and governance best practices.
Prior to joining the Allina Health system, he spent nearly six years in the health care consulting division of Ernst & Young. Brian received his master’s degree in healthcare administration from the University of Minnesota and his bachelor’s degree from St. John’s University, Minnesota.

Tim Luedtke, a Morgan State University faculty adviser and an assistant professor for the St. Joseph’s University Risk Management and Insurance program. He is also the founder and CEO of Navigator Benefit Solutions, a consulting firm which helps insurers, employers, healthcare providers, and brokers navigate the complex world of healthcare reform, employee benefits, insurance design with consulting, technical, management and expert witness services.
With over 25 years of experience with leading Fortune 100 insurance and banking organizations, as well as the Big Four auditors, Luedtke has worked in the areas of new business development, investment management, product development, strategic growth, insurance securitizations, life settlements, international, long-term care, and corporate development. He has written and presented on numerous health and employee benefit topics, including captive insurance, comparative effectiveness, consumer-driven healthcare, and pay for performance.
Current research and development focus on helping regulators and carriers address the growing financial threat to today’s long-term care market. Mr. Luedtke holds a BS in Actuarial Science from the University of Nebraska; is both Fellow of the Society of Actuaries and Chartered Financial Analyst; and has held a Pennsylvania Life and Health Producer License.
